Solution:

The solution is by installing the HTTP Activation feature under the .Net Framework 4.5 Advance Services on Windows feature. 

Additional information: For Windows 8, please make sure that the .Net 4.5 WCF services features and HTTP Activation feature are properly installed

You may Go to Control Panel > Programs and Features > Turn Windows features on or off
